The EU has replaced its 1994 Packaging Directive with a directly-applicable regulation: the Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40.
Most provisions apply from 12 August 2026. Packaging placed on the EU market will need a manufacturer's Declaration of Conformity, must limit empty space in e-commerce parcels to 40%, and must be recyclable at scale by 2030 — with certain single-use plastic formats banned from 2030.
For producers and importers, that means rethinking packaging design, documentation and data now, rather than at the deadline.
